Abstract
Achieving global leadership necessitates expediting the transition from R&D to market implementation within the rapidly evolving energy landscape, characterized by movements toward carbon neutrality, digitalization, and heightened energy security. Hence, it is imperative to embrace a strategic approach that incorporates national policies,market dynamics, and industry trends to pinpoint target markets and channel R&D investments towards promising export opportunities. This paper introduces a three-step portfolio methodology, commencing with the compilation of a pool of potential export opportunities and culminating in the identification of the most promising prospects. This methodology was utilized in real policy-making scenarios, providing valuable insights for strategic decision-making. Through the analysis of 442 candidate items across 13 energy sectors, 21 export-promising items were discerned,demonstrating export potential until 2035. Furthermore, the study advocates for differentiated R&D strategies tailored to specific categories of promising items, emphasizing the maintenance of competitiveness, early market entry, and fast follower strategies.
